CDRI Advances Telecom Infrastructure Resilience

Coalition for Disaster Resilient Infrastructure (CDRI) is spearheading a comprehensive Disaster Risk and Resilience Assessment Framework (DRRAF) to fortify India’s telecommunication infrastructure against natural hazards.

This trailblazing project aims to analyse historical hazards, risks, and impacts on India’s telecom sector while evaluating the cascading effects of interdependent infrastructure failures. Telecommunication networks, essential for critical information flow and service delivery during emergencies, are often disrupted by natural disasters such as earthquakes, cyclones, and floods. These disruptions can significantly impede disaster response efforts, particularly in vulnerable regions. Recognising this, the CDRI project seeks to establish a baseline assessment of the sector’s resilience, benchmarking it against global best practices.

The initiative will explore a range of technological options, from 2G to 5G networks, alongside terrestrial and satellite communication systems. This exploration aims to identify redundancies that can enhance the existing infrastructure’s resilience across diverse geographies. By doing so, the project endeavours to mitigate the impact of natural disasters on telecom services, ensuring uninterrupted communication during crises.

To achieve this, the project team is conducting on-ground assessments in various Indian states, including Gujarat, Tamil Nadu, Odisha, Uttarakhand, and Assam. These regions are chosen due to their susceptibility to earthquakes, landslides, flooding, cyclones, and glacial lake outflows. The insights gained from these assessments will inform the development of the DRRAF, leading to an actionable roadmap for strengthening the telecom sector’s resilience.

The significance of this initiative cannot be overstated. With climate change escalating the frequency and intensity of natural disasters, bolstering the resilience of critical infrastructure like telecommunications is vital. It minimises service disruptions and ensures efficient disaster response, ultimately safeguarding lives and reducing economic losses.

This project by CDRI is poised to set a benchmark for disaster resilience in the telecom sector. By addressing the vulnerabilities within the telecom infrastructure, the initiative aims to foster a more robust and reliable communication network that can withstand the adversities posed by natural calamities. The findings from this study will be disseminated to raise awareness and promote disaster-resilient practices within the industry, potentially revolutionising how India’s telecom sector prepares for and responds to natural disasters.
