The development raises questions about land utilisation efficiency within one of central India’s most strategically positioned infrastructure zones, designed to drive regional economic growth and logistics competitiveness. Officials overseeing the MIHAN project have identified several plots where companies have yet to begin construction or operational activity despite receiving allocations. Authorities are now evaluating formal notices to these entities, signalling a shift towards stricter compliance and accountability in land use. The move is intended to ensure that publicly facilitated industrial land is not held without productive deployment.

The MIHAN project, conceived as an integrated cargo, aviation, and industrial ecosystem, has long been positioned as a catalyst for investment in Vidarbha. However, delays in project execution by private players have periodically slowed its momentum. Industry observers note that such bottlenecks not only delay job creation but also affect the broader supply chain ecosystem that depends on timely infrastructure activation. From an urban development perspective, underutilised industrial land represents both an economic and planning challenge. Large-scale projects like MIHAN rely on clustering effects — where the presence of operational units attracts ancillary businesses, logistics providers, and service industries. When multiple plots remain inactive, the network effect weakens, reducing the overall efficiency and attractiveness of the zone. Authorities are now exploring mechanisms to either expedite development timelines or reclaim and reallocate land where progress remains stagnant. Urban planners argue that such corrective steps are essential to maintain investor confidence and ensure that infrastructure investments deliver intended outcomes. Transparent timelines and enforcement can also help discourage speculative land holding, which often distorts industrial growth patterns. The issue also intersects with sustainability goals. Efficient utilisation of already allocated land reduces the need for fresh land acquisition, thereby limiting ecological disruption and promoting more compact, resource-efficient industrial development. However, they emphasise that proactive coordination between authorities and firms can help resolve bottlenecks without undermining long-term investment prospects.
