Chennai’s CMDA to Introduce Amended Building Rules for Public Input

Chennai: The Chennai Metropolitan Development Authority (CMDA) has announced plans to unveil the newly amended Tamil Nadu Combined Development and Building Rules (TNCDBR) to the public domain imminently, facilitating feedback and comments from stakeholders.

In a recent meeting held at the CMDA, discussions centered around the forthcoming amendments with consultants and officials deliberating on crucial aspects. While setbacks, crucial for maintaining adequate distances between buildings and property boundaries, roads, or other structures, are to be strictly adhered to, deliberations also hinted at considerations regarding building heights, particularly for structures exceeding 12 or 18.3 meters.

Setbacks play a pivotal role in urban planning, ensuring sufficient space for essential infrastructure, safeguarding privacy, and regulating the density and arrangement of buildings within a locality. Additionally, they influence the calculation of the Floor Space Index (FSI), determining the permissible floor area relative to the plot size.

Apart from setbacks, the discussions broached topics such as Open Space Reservation (OSR) and strategies to streamline the approval process. Notably, the concept of ‘envelope approval,’ prevalent in several states, was discussed. Envelope approval allows preliminary approval of a building’s layout and dimensions before detailed plans are submitted, facilitating smoother developmental processes.

The impending amendments aim to strike a balance between developmental imperatives and urban governance, ensuring sustainable growth while preserving essential urban aesthetics and functionality. CMDA officials underscored the significance of public participation in shaping these regulations, emphasizing a transparent and inclusive approach.

The CMDA plans to introduce the amended rules for public scrutiny next week, initiating a 30-day window for objections and feedback. This participatory approach aligns with the principles of democratic governance, fostering community engagement and ensuring that regulatory frameworks resonate with the needs and aspirations of the populace.
