The lottery offers more than 2,600 residential units across multiple income categories, reinforcing its role as one of the few large-scale public housing allocation mechanisms in the city. The homes are spread across a wide geographical mix, including established and emerging neighbourhoods such as Vikhroli, Goregaon, Borivali, Chembur, Bandra, Ghatkopar, Dadar, Wadala, Powai, Mazgaon and Girgaon. Urban planners note that such lotteries serve as a critical intervention in addressing Mumbai’s widening housing gap. With private sector prices remaining out of reach for many middle- and lower-income households, state-led schemes provide a pathway to ownership in regulated developments. However, experts also point out that demand continues to outstrip supply, underscoring the need for a larger pipeline of affordable housing projects. The current allotment includes units developed under various regulatory provisions linked to redevelopment and land-sharing frameworks. These mechanisms enable the creation of housing stock within already built-up areas, although they often come with constraints related to unit condition and readiness. Authorities have indicated that necessary repairs and compliance measures will be completed before possession is handed over, even though units are being offered under standard “as-is-where-is” terms.

Registrations, document submissions, and payments are being conducted through an online portal and mobile interface, reflecting a broader push towards transparency and efficiency in public housing allocation. This shift has reduced dependence on physical paperwork and improved access for applicants across income groups.
