Kamathipura Redevelopment: Government Grants Free Flats to Boost Urban Renewal

In a bid to rejuvenate Mumbai’s historic Kamathipura, the state government has announced a significant initiative ahead of the upcoming assembly elections. Under Regulation 33(9) of the Development Control Promotion and Regulations (DCPR)-2034, the housing department has issued a Government Resolution (GR) aimed at accelerating cluster redevelopment in one of the city’s largest clusters of old and dilapidated buildings.

According to the GR, landowners in Kamathipura will receive a complimentary 500-square-foot carpet area apartment, a move intended to kickstart the long-awaited redevelopment efforts. The resolution stipulates that for plots up to 50 square meters, landlords will receive one free apartment, with additional entitlements scaling up based on plot size: two flats for plots between 51 to 100 square meters, three for 101 to 150 square meters, and so forth. This incentivizes landlords to participate in the cluster redevelopment, crucial for the project’s viability.

The initiative comes after persistent advocacy from the Kamathipura Punarvikas Samiti, representing both landlords and tenants, who have pressed for government support due to financial constraints hindering individual redevelopment efforts. Following a comprehensive survey by Mhada and the appointment of a project management consultant, the state appointed a high-powered committee to oversee compensation and redevelopment decisions. “The allocation of free apartments to both landowners and tenants reflects a balanced approach to urban revitalization,” noted an official from the housing department. “This measure aims not only to modernize living conditions but also to alleviate the financial burden on landlords, facilitating the much-needed overhaul of Kamathipura’s infrastructure. “Cluster redevelopment under Regulation 33(9) is pivotal in Mumbai’s urban planning landscape, addressing the challenge of aging infrastructure and cramped living conditions prevalent in such historic areas. The initiative underscores the government’s commitment to urban renewal and equitable redevelopment, positioning Kamathipura as a key beneficiary of strategic urban policy ahead of the state elections.
