Puducherry’s Agricultural Lands Transformed Amid Urban Expansion

Puducherry: Puducherry’s evolving urban landscape, there has been a notable rise in the conversion of agricultural land to accommodate industrial, commercial, and residential ventures. The surge follows recent amendments to the Town and Country Planning Act, which have streamlined the process for land conversion, making it more accessible to prospective developers and investors.

According to sources from the Puducherry Planning Authority (PPA), approximately 1.84 lakh square metres of agricultural land have recently undergone conversion, marking a pivotal shift in land use dynamics. Out of this total area, 64,928.74 square metres have been earmarked for industrial and commercial purposes, with the remainder allocated for residential and mixed-use developments. The regulatory framework, as per the PPA notification dated June 12, has facilitated the approval of 77 land parcels for conversion, with 52 parcels falling under the Puducherry Planning Area already sanctioned by the government.

The conversion of the remaining 25 parcels is contingent upon the payment of requisite fees by landowners. The majority of these conversions are concentrated in rural communes such as Villianur, Bahour, Ariyankuppam, and Nettapakkam, supplemented by parcels situated within the urban municipalities of Puducherry and Oulgaret. The PPA has disclosed that an additional 77 land conversion applications are presently under review, following a public call for objections issued on June 26. This ongoing process reflects a proactive approach by the authorities to balance developmental imperatives with environmental and community considerations.

Recent statistics indicate a specific instance on November 3, 2023, where approximately 6,654 square metres of agricultural land were successfully converted for commercial purposes, reflecting the pace and scale of transformation in Puducherry’s land use patterns. This trend signals a critical juncture in the region’s urbanization trajectory, highlighting both opportunities and challenges associated with rapid developmental shifts.
