Mumbai Flyover Crisis Urgent Repairs Needed

Mumbai’s Andheri Flyover, a crucial artery on the Western Express Highway (WEH), has once again come under scrutiny following a dangerous incident that saw a concrete slab fall and injure a motorist. The Brihanmumbai Municipal Corporation (BMC), faced with mounting pressure, has now turned to the Mumbai Metropolitan Regional Development Authority (MMRDA) to address urgent repair needs.

Recent evaluations by the Veermata Jijabai Technological Institute (VJTI) have revealed that the flyover’s superstructure is in a significantly deteriorated state, necessitating immediate intervention. Despite these findings, the BMC has been hesitant to undertake the necessary repairs directly. The reluctance stems from a protracted legal battle involving Hiranandani Constructions Pvt Ltd (HCPL), the firm tasked with maintaining the flyover since 2005.

HCPL has reported substantial expenditure—INR 64 crore—on the flyover and has attributed its failure to address current issues to ongoing legal disputes. Consequently, the BMC, concerned about potential liability and safety repercussions, has opted to seek MMRDA’s assistance in resolving the crisis. The Western Express Highway, including the Jog Flyover, was transferred to BMC’s maintenance responsibility in November 2022, but the transfer has complicated repair efforts.

Historically, the Jog Flyover was constructed during 1997-98 by Jog Engineering Ltd (JEL). Following financial difficulties, JEL’s obligations were assumed by HCPL, which has since managed the flyover. HCPL is now seeking to leverage 33,000 square metres of space beneath the flyover for a commercial complex to secure funding for ongoing maintenance. The BMC’s current predicament highlights the intricate web of legal and administrative challenges that complicate infrastructure maintenance. The urgency of addressing the flyover’s deteriorating condition cannot be overstated, as further delays pose significant risks to public safety.
