The City and Industrial Development Corporation (CIDCO) has taken a significant step forward in the development of the Navi Mumbai Airport Influence Notified Area (NAINA) by approving Town Planning Schemes (TPS) 1 to 12. This approval marks a crucial phase in the project aimed at managing the growth and infrastructure surrounding Navi Mumbai’s new international airport.
NAINA, a meticulously planned city covering 371 square kilometres, is designed to mitigate the risk of unorganised urban sprawl and ensure the development of modern infrastructure and amenities. CIDCO, designated as the special planning authority for NAINA, is spearheading this ambitious project. The Ministry of Environment, Forests & Climate Change (MoEF&CC) had previously mandated CIDCO to revise the master and development plans of Navi Mumbai to accommodate the impending airport.
This directive included measures to prevent chaotic growth in the vicinity of the airport, aligning with the broader environmental and urban planning goals. In a major development, CIDCO has floated tenders worth INR 3,114 crore for Town Planning Schemes 2 through 7, and an additional INR 3,300 crore for Schemes 8 through 12. These tenders, announced in March 2024 and recently, respectively, underscore the scale of infrastructure development required for the project. Notably, the infrastructure works for TPS 1 have already been completed.
A senior CIDCO official confirmed, “The Vice Chairman and Managing Director (VCMD) has approved TPS 1 to 12 and authorised the issuance of tenders. For TPS 11 and 12, the VCMD is also authorised to proceed with road tenders while their formal approval is pending.” For TPS 11 and 12, the state government will designate an arbitrator to manage public inquiries, conduct hearings, and compile a report for final governmental approval. This step ensures transparency and addresses any public concerns before the final sanction.
The NAINA project encompasses 174 villages within a 25-kilometre radius of the new airport, with 80 of these villages falling under the Mumbai Metropolitan Region Development Authority’s jurisdiction. CIDCO has already issued tenders for essential infrastructure works, including road development, drainage, sewage systems, street lighting, and pedestrian underpasses, for TPS 2 to 7. Bidders are expected to complete these projects within a three-year timeframe.
