Haryana Launches Infrastructure Quality Oversight Authority

Haryana has inaugurated its Quality Assurance Authority (QAA), aimed at elevating the standards of construction and engineering works across the state. The recent workshop, held in Panchkula, marked the second day of an event that saw active engagement from key departments including Public Works (Building & Roads), Urban Local Bodies (ULB), Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), and Haryana Shehri Vikas Pradhikaran (HSVP).

The workshop was designed to enhance collaborative efforts and streamline quality assurance processes across these departments. The Additional Chief Secretary (PWD) graced the event as the chief guest, underscoring the importance of the QAA’s mandate. The newly established QAA has been tasked with a comprehensive set of responsibilities aimed at ensuring high standards in public engineering projects. Its functions include the development and enforcement of quality norms and standards, accreditation of quality testing laboratories, and rigorous auditing and inspection processes. The authority is set to play a crucial role in defining standard operating procedures and implementing best practices within government engineering works.

One of the key functions of the QAA will be to oversee quality assurance mechanisms within various government departments and agencies. This includes conducting compliance audits and recommending improvements to enhance the overall quality of state infrastructure. The chairperson of the QAA elaborated on the authority’s forthcoming initiatives, which include issuing tenders for the appointment of DPR and design consultants as well as third-party inspection agencies. These consultants will be empanelled for a three-year term, subject to periodic reviews to ensure ongoing adherence to quality standards. The establishment of the QAA represents a proactive approach by the Haryana government to address previous gaps in infrastructure quality management. By setting up a dedicated body focused on rigorous quality control, the state aims to elevate its construction standards and ensure that public works meet the highest benchmarks of excellence.

This strategic move is expected to bring about significant improvements in the quality and reliability of infrastructure projects, benefiting both the state’s development and its residents. The QAA’s efforts will be closely watched as it begins to implement its ambitious agenda.
