NHAI Advances Kochi Bypass Land Acquisition

The National Highways Authority of India (NHAI) is poised to accelerate the long-awaited Kochi Bypass project by issuing the critical 3A notification, signalling the imminent commencement of the land acquisition process for the 44-kilometre semi-access-controlled corridor. The bypass is a key infrastructure initiative aimed at decongesting the heavily trafficked Edappally-Aroor NH 66 bypass and the Edappally-Angamaly NH 544 stretch.

This development comes on the heels of the Kerala State government’s strategic decision to waive royalty on raw materials and Goods and Services Tax (GST), amounting to a substantial ₹424 crore concession, to facilitate the construction of this greenfield national highway. The proposed bypass will start at Nettoor, situated along the Edappally-Aroor NH 66 bypass, and stretch northward to Karayamparambu, near Angamaly on NH 544.

The 3A notification is pivotal as it outlines the final alignment of the bypass, thereby setting the stage for subsequent notifications. Following this, the 3D notification will be issued, inviting landowners to present their claims and objections. The process culminates in the issuance of the 3H notification, which will determine the final compensation rates for the land parcels to be acquired. This multi-step process ensures a transparent and fair approach to land acquisition, aligning with NHAI’s commitment to resolving land acquisition challenges amicably. The anticipated notification marks a significant milestone in a project that has been on the drawing board for over a decade. Originally conceived to alleviate congestion on NH 66 and NH 544, the bypass is expected to cover approximately 287 acres, a substantial land area that underscores the scale of the project. The corridor’s semi-access-controlled design aims to balance high-speed vehicular movement with controlled entry and exit points, thereby enhancing safety and reducing traffic bottlenecks.

The construction of the Kochi Bypass is expected to deliver multiple economic benefits, including reduced travel time, lower vehicle operating costs, and improved connectivity for local businesses and logistics operations. Additionally, the project is set to bolster real estate development along its corridor, potentially driving up land values and fostering new commercial opportunities. However, the success of this project hinges on the efficient and timely acquisition of the necessary land parcels. NHAI’s proactive steps in collaborating with the State government to waive substantial fees demonstrate a robust commitment to overcoming procedural hurdles and fast-tracking the project’s execution.
