Pune’s Open Data Portal Fails to Deliver Promised Transparency

Launched in 2016 to promote transparency and public access to critical civic information, Pune Municipal Corporation’s (PMC) Open Data portal has fallen into neglect. With no significant updates in six years, except for a single dataset added in 2021, the platform has failed to meet its objectives. Moreover, most of the datasets available on the portal are inaccessible due to corrupted files, leaving citizens, researchers, and activists grappling with inadequate access to vital information.

The portal, designed to host data on road infrastructure, education, air quality, and urban planning, aimed to empower citizens by reducing their dependence on Right to Information (RTI) applications. Unfortunately, data across 26 departments, including health, heritage, and policing, remains outdated, with most records last updated between 2017 and 2018. The lack of an SSL security protocol further undermines the credibility of the portal, as users are greeted with a “not secure” warning upon visiting the site.

Officials from PMC acknowledge the portal’s shortcomings. A senior IT consultant cited outdated backend technology as the root cause and revealed that a complete revamp using modern frameworks such as React and Spring Boot is underway. Meanwhile, PMC’s Chief Data Officer explained that data updates have shifted to the central government’s Smart City portal. However, even the centralised platform shows inconsistencies, with Pune’s education data, for instance, featuring only four datasets from 2021.

The neglect of such platforms has broader implications for sustainability and civic engagement. Reliable data is essential for informed decision-making on urban development and climate resilience. Without it, projects like Infant Toddler Caregiver Mobility Plans face hurdles due to inaccessible or immature data. The current state of PMC’s data management highlights the pressing need for more robust and citizen-centric digital infrastructure to foster transparency and accountability.
