Pune has emerged as the top contributor to Maharashtra’s Metro cess collection, a vital fund set aside for public infrastructure projects like Metro systems, flyovers, and bridges. The city has contributed Rs 1,610.21 crore, with 1.56 lakh registrations recorded for the current fiscal year. Mumbai suburban, following closely, has generated Rs 1,305.87 crore from 1.11 lakh registrations. The steady growth in property transactions in these cities has significantly boosted the state’s infrastructure development funds.
The Metro cess, a 1% additional charge added to the stamp duty on property registrations, was introduced in February 2019. Its primary aim is to fund large-scale infrastructure projects, particularly in urban areas like Mumbai, Pune, Nagpur, and Thane. In Mumbai, the stamp duty was raised from 5% to 6%, while other cities saw an increase from 6% to 7%. These funds are essential for the ongoing construction and expansion of metro systems across Maharashtra, providing a direct benefit to residents and commuters.
According to the state registration department’s latest data, the total Metro cess collection for the 2023-24 financial year has reached Rs 4,141.66 crore across the four cities, up from Rs 2,895.38 crore in the previous year. This increase is a direct result of the growing number of property transactions. Despite some concerns from developers about the impact of the additional costs on real estate bookings, the state has reported no noticeable dip in transactions. Senior officials from the state registration department confirmed that the Metro cess would not be discontinued in the next fiscal year. As several Metro projects are still under development, especially in cities like Pune and Mumbai, the state is committed to continuing the levy to fund these essential infrastructure works. “Loans are taken for large infrastructure works, and various Metro extension proposals are in the pipeline, so there is no question of discontinuing the Metro cess,” said an official.
The funds collected from the Metro cess are allocated based on the progress of infrastructure projects. Recently, the state urban development department allocated Rs 293 crore to Nagpur for its Metro projects, with more funds expected for ongoing and upcoming works in other cities. For residents and commuters, the expansion of Metro networks promises significant improvements in public transportation. The newly funded Metro lines will ease traffic congestion, reduce travel time, and provide a more reliable, eco-friendly mode of transport. Metro extensions in cities like Mumbai and Pune are expected to improve connectivity across key areas, including suburban routes, city centres, and commercial hubs.
The ongoing construction of these Metro lines also opens up new opportunities for residents, with many areas seeing increased development around Metro stations. The connectivity provided by the Metro will be particularly advantageous for daily commuters, offering a faster and more comfortable alternative to road travel, especially during peak hours. While some developers have called for a reduction in stamp duty to encourage property registrations, state officials have ruled out this possibility. Despite the added cost, the demand for property in these growing urban centres remains strong, and the state government is focused on using the Metro cess to fund infrastructure that will benefit all residents in the long term. As Pune leads the way in Metro cess collection and Mumbai suburban follows closely, the state’s vision for improved public transport and infrastructure development remains on track, benefiting not only today’s commuters but future generations as well.
