Madhya Pradesh to Build Regional Growth Hubs and Smart Townships

The government of Madhya Pradesh is taking significant steps to strengthen the state’s economic infrastructure with the development of two major metropolitan regions. These new metropolitan clusters are designed to enhance economic growth and provide better opportunities for business, employment, and investment. The first of these clusters will integrate the districts of Indore, Ujjain, Dewas, and Dhar, while the second will bring together Bhopal, Sehore, Raisen, Vidisha, and Biora (Rajgarh). This ambitious initiative is being driven by the state’s urban development and housing department, which aims to establish Madhya Pradesh as a major economic powerhouse in the country.

The metropolitan clusters will play a key role in supporting the state’s broader vision of regional economic development. Following the central government’s directives, major divisional headquarters such as Gwalior, Sagar, Rewa, Jabalpur, Narmadapuram, and Shahdol are being developed as Regional Economic Growth Hubs. These hubs are expected to foster increased business activity, create jobs, and attract investment, which will have a ripple effect on the state’s overall economic landscape. A major focus of the project is the systematic use of urban land, which is seen as a valuable resource for sustainable development. To ensure efficient land utilisation, the state has implemented the Transfer of Development Rights (TDR) rules, which will be facilitated through an online portal. This portal enables property owners and developers to transfer development rights, offering them increased construction capacity as compensation. This initiative aims to streamline urban planning and construction processes while optimising land use in the state.

Moreover, the government is placing a strong emphasis on environmental sustainability. The introduction of the Green FAR (Floor Area Ratio) concept is aimed at preserving green spaces, wooded areas, and city forests. This is part of a broader Integrated Township Policy that seeks to balance urban development with environmental protection. The policy aims to improve urban aesthetics while ensuring that sustainable growth is at the heart of the region’s future. The development of these green spaces is not only beneficial for the environment but also contributes to enhancing the overall quality of life for residents.
In line with its commitment to promoting sustainable and organised urban growth, the state has introduced the Integrated Township Policy-2025. This policy is designed to encourage the creation of modern, self-reliant, and well-organised townships with active participation from both the private and public sectors. The policy’s focus is on providing quality infrastructure, green residential areas, and smart solutions that will improve the living standards of urban populations.

In addition, the government has adopted a land pooling concept as part of this policy, giving landowners an opportunity to participate in the development process with fair compensation. This model aims to streamline the process of land acquisition and development, ensuring that landowners are adequately rewarded for their contributions to urban growth. To further ensure transparency and efficiency, the state has introduced an Automatic Building Permission and Approval System. This system has already facilitated the approval of over 260,000 applications, ensuring that the building permission process is both swift and transparent. The initiatives laid out in this plan represent a significant leap forward in the state’s efforts to build a modern, sustainable, and equitable urban landscape.
