As Kochi’s Water Metro completes two years of operations, the service has already ferried over four million passengers across ten strategically located terminals in the Greater Kochi area.
A first-of-its-kind public water transport initiative in India, the system has emerged as a scalable model for sustainable urban mobility. Operated with a fleet of 19 hybrid-electric air-conditioned ferries, the Water Metro integrates low-emission technology with affordable and inclusive accessibility, reflecting Kerala’s commitment to climate-resilient transport infrastructure. The initiative, now entering its third year, is poised to expand its footprint, not just within the state but across multiple Indian cities, positioning itself as a blueprint for eco-sensitive mobility.
Commissioned with the broader aim of reducing road congestion and offering an energy-efficient commuting alternative, the Water Metro project is part of a long-term urban strategy led by Kochi Metro Rail Ltd (KMRL).
The state-backed infrastructure venture plans to scale up to 78 ferries in phases. Notably, all ferries in operation are designed to carry 100 passengers, and the vessels were built by Cochin Shipyard, reinforcing a Make in India narrative in climate-adaptive transport solutions. The success of this water-based transport model also reflects a shift in public mindset, with increasing patronage highlighting demand for clean and efficient alternatives to road and rail transit.What sets the Water Metro apart is not just its technological innovation but its socio-environmental vision. Designed to serve island communities and areas underserved by road infrastructure, the system is gender-inclusive, accessible to people with disabilities, and offers seamless multi-modal integration.

By alleviating pressure on Kochi’s overburdened roads, the Water Metro also contributes to reducing vehicular emissions, making it a crucial element in the city’s low-carbon urban future. Awarded both the Gussies Electric Boat Award and a Skoch Award for excellence in public service, the Water Metro is now a subject of serious national interest. The central government has commissioned feasibility studies to replicate this model in 21 cities across 11 states and two Union Territories.Among these, Mumbai is already under review, with a feasibility report submitted to the Maharashtra government. If implemented successfully, such replications could mark a turning point in how Indian cities address traffic congestion, carbon footprints, and urban flooding vulnerabilities—concerns that continue to dominate policy discourse.
