CIDCO Delivers Parking Facility at Record Speed

Navi Mumbai’s city planning agency CIDCO has completed a multi-level car parking (MLCP) facility in Kharkopar in a record-setting 42 days.

Executed under its accelerated development programme ‘Mission-45’, the project sets a new precedent in fast-tracked, high-quality public infrastructure, especially in rapidly urbanising environments. The facility, a key part of Package-4 under the Pradhan Mantri Awas Yojana (PMAY), spans a built-up area of 1.43 lakh square feet and can accommodate up to 365 four-wheelers. What makes this feat particularly noteworthy is its timeline—construction began on 4 March 2025 and was completed by 17 April, three days ahead of the initial 45-day target. Comparable projects typically take six months or more to complete.

This project signals a shift in the pace and ambition of public sector development. CIDCO achieved this rapid delivery using advanced global precast technology. A total of 2,212 precast elements were used to assemble the structure from plinth to terrace, reducing on-site work and enabling better quality control and worker safety. The RCC structure rises to a Ground plus six-storey design, with the ground floor functioning as a community centre—ensuring multipurpose use of urban land. The project was formally unveiled in a ceremony attended by CIDCO Vice Chairman and Managing Director Vijay Singhal, along with other top officials. “Our commitment is to create modern, resilient and inclusive infrastructure without compromising on speed or safety. This MLCP showcases how we can deliver world-class outcomes within sharply defined timelines,” said Singhal, underlining the agency’s broader vision for transit-supportive development.

Beyond its engineering excellence, the project addresses a growing urban dilemma—car parking. As Navi Mumbai continues to expand and personal vehicle ownership rises, the pressure on surface parking in residential and commercial areas has reached critical levels. By integrating structured parking into affordable housing nodes, CIDCO is not only tackling congestion but also elevating the overall liveability of its developments. The facility enhances the urban environment by keeping cars off the streets, supporting walkability and ensuring that open spaces are preserved. It complements CIDCO’s broader vision of developing sustainable, inclusive, and smart townships, where infrastructure is designed not only for function but also for environmental and social impact.

Located strategically within one of Navi Mumbai’s developing residential corridors, the new MLCP is expected to serve thousands of residents in CIDCO’s housing schemes, especially those under PMAY. It marks a decisive step toward future-ready urban planning that bridges gaps in essential services while supporting high-density living. As cities across India grapple with the twin challenges of speed and sustainability, CIDCO’s successful execution of this project could provide a replicable model for rapid infrastructure creation—delivering not just structures, but solutions for the evolving needs of urban India.
