Green light for HyNet powers UK shift

In a landmark move for Britain’s clean energy ambitions, the UK government has greenlit the development of the core infrastructure for the HyNet Industrial Cluster, marking a pivotal step in establishing a large-scale carbon capture and storage (CCS) network for North West England and North Wales.

With construction commencing on the Liverpool Bay CCS project, the nation signals its intent to spearhead industrial decarbonisation through an integrated hydrogen and carbon transport backbone that could reshape regional economies and unlock billions in green investments. At the heart of this transformation is the Stanlow Manufacturing Complex, operated by Essar Energy Transition (EET), which is now poised to become a flagship energy transition hub for the country. Anchored by EET Fuels’ refinery, the complex will play a dual role as both a key supplier and beneficiary of the hydrogen and carbon ecosystem enabled by HyNet. EET’s Hydrogen Production Plant 1 (HPP1) will be among the initial industrial anchors to feed captured carbon into the pipeline, a facility designed to generate 350MW of low-carbon hydrogen while capturing an estimated 600,000 tonnes of carbon dioxide annually—comparable to eliminating emissions from 125,000 passenger vehicles.

This infrastructure represents a generational shift in the UK’s approach to sustainable industrial growth, as EET outlines plans to invest nearly $3 billion into low-carbon projects over the next five years. Beyond HPP1, the company’s decarbonisation roadmap includes a second hydrogen plant (HPP2), the production of sustainable aviation fuel (SAF), and significant electrification efforts. Together, these ventures will support the capture of over 2 million tonnes of CO₂ each year from operations at Stanlow, setting a benchmark for refineries across Europe.

The greenlight for HyNet’s CO₂ pipeline is seen not just as a technical milestone, but as an economic catalyst that could restore industrial confidence in regions historically reliant on high-emission sectors. With a secure route for carbon storage and local access to low-carbon hydrogen, businesses in the North West are expected to accelerate their transition to greener operations, potentially triggering a ripple effect of innovation, employment, and infrastructure modernisation.
For the wider public, the promise of cleaner air, energy resilience, and long-term fuel security for the UK emerges as an increasingly tangible reality.

As heavy industries across Britain face mounting regulatory and climate pressures, initiatives like HyNet exemplify how cross-sector collaboration and state-backed infrastructure can deliver measurable climate benefits while reinforcing the socio-economic fabric of regional communities. While the journey to net zero is complex and far from over, the UK’s backing of HyNet lays down a significant marker. It underscores a national willingness to rewire industrial systems at scale and positions the North West not just as a stakeholder, but as a frontrunner in the global race towards a sustainable future.
