Greater Bengaluru Governance Act to Take Effect May 15 Civic Expansion on Hold

Bengaluru is set to witness a major shift in its civic administration with the Greater Bengaluru Governance Act taking effect on May 15, 2024.

The legislation introduces a new governance framework aimed at improving the city’s administrative efficiency, but plans to expand Bengaluru’s civic jurisdiction have been paused for now. The state government confirmed that the current boundary of 709 square kilometres under the Bruhat Bengaluru Mahanagara Palike (BBMP) will remain unchanged, shelving earlier proposals to include surrounding villages. The move to freeze expansion comes amid rising land prices and growing interest from peripheral areas eager to join Bengaluru’s civic structure. At the core of the Act is the creation of the Greater Bengaluru Authority (GBA), which will oversee the city’s overall civic governance. The law also outlines a three-tier governance model comprising the GBA, up to seven city corporations, and ward committees.

This restructured approach is intended to decentralise decision-making and improve accountability. However, implementation specifics, including the number and boundaries of new corporations, are still under deliberation and will be discussed by the state cabinet in the coming weeks. The BBMP Restructuring Committee had previously recommended expanding the civic area to 1,307 square kilometres, bringing it under the GBA’s purview. Despite these suggestions, the government has chosen to proceed cautiously. Opposition voices, particularly from the BJP, have raised concerns about potential centralisation of power. With BBMP functioning without an elected council for over four years, the Congress-led government has promised to restore elected representation once the new framework is in place. Still, no clear timeline has been provided for elections under the restructured model. Sources indicate that a proposal to divide the existing BBMP area into three separate civic bodies is under active consideration. If approved, local body elections could be held by the end of the year, subject to the completion of administrative formalities, including ward demarcation and reservation.

The BJP has hinted at pursuing legal options to challenge the formation of the GBA and push for elections under the existing BBMP Act. As the May 15 deadline approaches, civic officials and political stakeholders alike are watching closely. The success of the Greater Bengaluru Governance Act hinges not only on legislative clarity but also on the ability of authorities to ensure smooth transition and inclusive civic participation in India’s technology capital.
