Delhi Mandates Pollution Check for Projects

The Municipal Corporation of Delhi (MCD) has made it mandatory for all construction and demolition projects to register on the Delhi Pollution Control Committee’s (DPCC) dust portal before securing building plan approvals.

The DPCC has confirmed that no building permits will be sanctioned unless developers complete the online registration, aimed at enforcing stricter dust control norms across the capital. This directive is part of a larger strategy led by the Commission for Air Quality Management (CAQM) to regulate construction-related emissions. All registered sites will be required to install 360-degree video surveillance and low-cost particulate matter sensors, in addition to following a 14-point dust mitigation protocol.

The portal-based monitoring is expected to enhance accountability and transparency in tracking dust emissions from building activities, a major contributor to Delhi’s poor air quality. Officials say the move is also designed to integrate pollution checks into the planning stages of construction, making environmental compliance a prerequisite for project approvals. Authorities are expected to begin strict enforcement over the coming weeks.

The initiative reflects a shift toward digitised environmental governance, as Delhi struggles with recurring bouts of hazardous air pollution, particularly during peak construction months and the post-monsoon period.
