Bihar Officials Visit Lucknow To Study UP Expressway Model To Boost Infrastructure

A four-member delegation from Bihar is scheduled to visit the Uttar Pradesh Expressway Industrial Development Authority (UPEIDA) in Lucknow on May 28.

The visit aims to examine UPEIDA’s operational model, governance structure, and financial management practices with the goal of replicating a similar expressway development framework in Bihar. The delegation is led by the Managing Director of Bihar State Road Development Corporation Limited (BSRDCL), accompanied by senior officials from the Bihar Finance Department and consultants from KPMG India. The team will engage with UPEIDA representatives to understand key strategies that have enabled Uttar Pradesh to successfully build and manage a vast expressway network.

UPEIDA’s approach has been widely praised for integrating infrastructure planning, funding mechanisms, and execution efficiencies that accelerate expressway construction while ensuring financial sustainability. Bihar, aiming to enhance its road connectivity and promote industrial growth, seeks to adapt this model to address its unique regional challenges. Officials expect this knowledge exchange to inform the creation of an institutional framework in Bihar dedicated to expressway development. By adopting proven governance and operational practices, Bihar hopes to attract investments, streamline project implementation, and fast-track infrastructure projects critical to the state’s economic progress.

This visit highlights a growing trend of Indian states learning from each other’s infrastructure successes to build more efficient and sustainable transport networks. As Bihar embarks on this journey, the focus remains on equitable development, improving regional connectivity, and fostering an environment conducive to industry and commerce.
