MMRDA Launches RTS Portal for Urban Services

The Mumbai Metropolitan Region Development Authority (MMRDA) on Thursday launched the Right to Services (RTS) portal, a unified digital platform aimed at delivering 15 essential urban services faster and more transparently to citizens across the Mumbai Metropolitan Region (MMR).

According to an official statement, the portal allows residents to apply for services, track applications in real time, and receive updates via SMS or email, eliminating the need for in-person visits to government offices. The initiative is designed to improve accessibility, speed, and accountability in urban service delivery. The platform was launched under the guidance of Maharashtra Chief Minister Devendra Fadnavis and Deputy Chief Minister Eknath Shinde, who also serves as MMRDA chairman. Calling it a “landmark reform in urban governance,” Fadnavis said the portal would eliminate bureaucratic delays and enable 24/7 access to approvals and services. “We are delivering governance at the speed of trust,” he said. Key features include secure Aadhaar or PAN-based logins, auto-save forms, digital records in compliance with RTI regulations, downloadable approvals, and real-time tracking via Application ID.

The portal covers services from multiple departments such as the Social Development Cell, Lands & Estate Cell, Metro PIU, Rental Housing, Urban Design, and Deputy Registrar. Deputy CM Shinde said the portal strengthens public trust and promotes inclusive urban development by improving coordination between departments. Metropolitan Commissioner Dr. Sanjay Mukherjee described the move as a “transformative milestone” for MMRDA in enabling seamless, transparent, and citizen-focused governance. Citizens in remote areas stand to benefit the most, as the RTS platform reduces travel and wait times, offers faster approvals, and ensures secure, traceable service delivery. The system also prevents duplication through integrated verifications and encourages inclusive participation in government processes.

With this launch, MMRDA aims to accelerate Mumbai’s digital transformation, reflecting Maharashtra’s broader vision for smart and future-ready urban governance.
