Goa to Digitise Land Records Under NAKSHA Programme

The Government of Goa has announced plans to digitise land records across the state’s urban areas as part of the National Geospatial Knowledge-Based Land Survey of Urban Habitations (NAKSHA) programme. The move aims to ensure accurate documentation of ownership, enhance transparency, and support future-ready urban planning and dispute resolution mechanisms.

As part of the initiative, a comprehensive survey will be conducted in Goa’s cities and towns using advanced geospatial technology. The initiative will rely on satellite and aerial imagery to create digital records of land parcels. According to officials, the digitisation process is intended to empower citizens with reliable records, improve administrative efficiency, and bolster infrastructure and planning frameworks in rapidly expanding urban spaces.

To implement the project effectively, the state government has invited qualified bidders to help set up a dedicated State Project Management Unit (SPMU). This body will oversee implementation, monitoring, and coordination of the NAKSHA programme in Goa. It will also provide technical support to stakeholders, ensure that project timelines are adhered to, and facilitate collaboration between government bodies, local authorities, and external partners.

The initiative places a strong emphasis on integrating geospatial and remote sensing technologies into urban governance. This includes Geographic Information Systems (GIS), which allow for the visualisation, analysis, and interpretation of geographic data to assist with land use planning, zoning, and infrastructure development.

The Survey of India has been designated as the central technical partner for the NAKSHA project. It will be responsible for conducting high-resolution aerial surveys using third-party vendors, providing orthorectified imagery to state and Union Territory governments. Orthorectification is a crucial process that removes distortions from aerial or satellite images, ensuring a geometrically accurate representation of terrain and property boundaries.

By incorporating modern digital tools, the Goa government seeks to modernise its urban administration system and align with national objectives for technology-driven governance. Once implemented, the project is expected to serve as a model for other states looking to modernise their land administration systems.
