GHMC Faces Backlash Over Worker Transfer Decision

The Greater Hyderabad Municipal Corporation (GHMC) finds itself embroiled in controversy following its decision to transfer 814 workers, primarily drivers and laborers of garbage trucks, from the Transport wing to the Enforcement, Vigilance & Disaster Management (EV&DM) directorate.

The move, aimed at redeploying workers for security duties at city lakes and parks, has sparked protests among the affected employees. The decision, conveyed through an order issued by the Additional Commissioner (Transport), has drawn criticism from the workers, who view it as an attempt to consolidate control over transportation by the municipal solid waste management concessionaire partner. Expressing dismay at the sudden orders, workers have raised concerns about the deployment of elderly individuals and women for security roles, questioning the rationale behind assigning skilled workers to unskilled positions. This is not the first instance of discontent among GHMC workers regarding redeployment. Earlier in the year, similar transfers led to protests, prompting conciliatory efforts by the Labour department under the Industrial Disputes Act. While some workers were reverted to their original departments following negotiations, the recent orders have reignited tensions, with workers citing Section 18 of the Act in opposition to the transfers.

The Indian National Trade Union Congress (INTUC) has taken a stand against the disputed order, organising a demonstration at the Kavadiguda municipal parking yard on April 6th to voice opposition. The move reflects growing discontent among GHMC workers regarding their employment conditions and raises questions about the corporation’s decision-making process and adherence to labour laws. As protests continue and workers advocate for their rights, the GHMC faces pressure to address the grievances and reconsider the redeployment decision. The outcome of this dispute will not only impact the affected workers but also shed light on broader issues related to labour rights, organisational policies, and the dynamics between municipal authorities and their workforce.
