Kochi’s Water Woes Persist ADB Mega Project Stuck in Administrative Limbo

Kochi, Kerala’s bustling port city, continues to grapple with a chronic water crisis, exacerbated by rapid urbanization and outdated infrastructure.

Despite plans for a transformative drinking water project in collaboration with the Asian Development Bank (ADB), the city’s water woes remain largely unabated due to administrative delays and bureaucratic hurdles. Initiated in 2020 by the state government, the proposed mega project aimed to address Kochi’s pressing water shortage by bolstering the supply lines of the Kerala Water Authority (KWA). However, despite receiving administrative approval for segments in Ernakulam and Thiruvananthapuram, the project has languished in limbo, awaiting final government clearance.

The project, once implemented, is poised to revolutionize Kochi’s water distribution network, with a focus on upgrading aging infrastructure, identifying and repairing leaks, and enhancing operational efficiency. According to KWA officials, rectifying leaks alone could potentially alleviate half of the city’s water scarcity issues, highlighting the critical importance of the pending project. With proposed enhancements to the water treatment plants (WTP) in Aluva and Maradu, the project aims to augment water production capacity, providing a much-needed boost to Kochi’s water supply. Moreover, ADB’s involvement underscores the urgency of addressing Kochi’s water crisis, particularly in the wake of recurrent droughts and dry spells since 2016.

ADB’s $170 million loan approval for the project underscores the bank’s commitment to modernizing water supply services in Kochi. However, recent assessments reveal a deterioration in service levels, marked by increasing water losses and declining water quality, posing significant health risks to residents. Furthermore, the project’s success hinges on the modernization of KWA’s information management systems, ensuring sustained benefits and long-term viability. As Kochi’s water crisis deepens, swift government action is imperative to expedite project approvals and unlock much-needed relief for the city’s residents.
