India’s Urban Transport Makeover Integrating Metro and Bus Networks

In a bid to modernise urban transport infrastructure, India is embarking on a comprehensive plan that aims to integrate metro and bus networks while prioritising a shift towards clean fuel alternatives.

This ambitious initiative also includes incentives to promote environmentally friendly practices in intracity goods transport, particularly focusing on small trucks, alongside efforts to align bus and metro routes for enhanced operational efficiency. Highlighting the inefficiencies stemming from separate management of metro and bus systems, a senior government official stressed the importance of integrated planning to optimise routes and maximise revenue streams. Currently, instances of overlapping routes without saturation are prevalent, undermining the financial viability of both systems. While public bus networks are primarily managed by state governments and municipal bodies, metro networks operate under joint ventures between states and the Centre. Efforts are underway to foster synergy between these networks, aiming to streamline operations and improve overall efficiency.

The competition for revenue among multiple entities has deterred banks and bidders from participating in tenders for electric buses. To address this, a payment security mechanism is being developed to enhance the viability of bus services. Additionally, there is a focus on augmenting non-fare revenue streams to ensure affordability for commuters. Globally, public transport systems are often supported by government agencies, and India seeks to adopt similar models to enhance the viability of its bus networks. Drawing inspiration from successful models like the Brihanmumbai Electric Supply and Transport and Delhi Transport Corporation, efforts are being made to develop sustainable business models for public transport agencies.

In the realm of clean fuel adoption, the government is extending support for the deployment of electric buses through subsidy schemes. However, there is a notable absence of concessions for commercial vehicles like large and small trucks. Plans are underway to offer financial support for the electrification of small commercial vehicles operating within cities, with assessments ongoing for the viability of large electric trucks for interstate goods transport. Overall, India’s push towards sustainable urban transport signifies a significant step towards modernisation and environmental stewardship, with a keen focus on integration, efficiency, and clean energy adoption.
