Delhi MCD Launches Single Window System For Industrial Licence Process

Delhi’s industrial landscape is set for a major shift as the Municipal Corporation has rolled out a new digital mechanism integrating factory licence fees with the property tax system. The reform is positioned as a single-window solution for industrial units, eliminating redundant paperwork and inspections that have long slowed business operations in the capital.

The initiative allows industrial establishments in designated areas to pay factory licence fees set at five per cent of the annual property tax directly through the same online platform used for property tax. Once the payment is made, a factory licence will be automatically generated, removing the need for separate applications. Officials underscored that the move signals an end to what was often described as an era of red tape and delays.

Experts believe this digital integration will serve as a landmark in promoting ease of doing business. By merging two critical compliance requirements into one streamlined process, industries will benefit from time efficiency, reduced costs, and greater transparency. The system also recognises units in redevelopment or confirming areas by accepting MSME registration certificates or allotment and lease documents issued by state authorities as deemed factory licences.

Industrial policy observers point out that the initiative could play a vital role in boosting Delhi’s economic resilience. With the number of active licences expected to increase from the current 30,000, the city’s industrial base may see fresh momentum. Analysts suggest that simplification of compliance is especially crucial at a time when businesses are adapting to global demands for sustainable, carbon-neutral, and resource-efficient production models.

Environmental compliance, however, will continue to remain mandatory. Pollution and fire safety standards are unchanged, ensuring that industrial expansion does not compromise the city’s push for cleaner air and safer workplaces.
