The milestone, recorded up to December of the ongoing financial year, was achieved as <\/span>state\u2011owned Coal India Limited (CIL)<\/b> expanded the use of automated sampling and mechanised silo loading systems at its rail loading points. More notably, <\/span>every rake dispatched has been sampled by independent Third Party Sampling Agencies (TPSAs)<\/b>, reinforcing impartiality and reducing longstanding grade disputes that have strained power plants and other heavy users.\u00a0<\/span>Coal remains central to India\u2019s electricity grid and industrial output, but inconsistent quality \u2014 reflected in variable gross calorific values within a single coal rake \u2014 has been a persistent challenge. By routing about half of current despatches through <\/span>silo systems fitted with automatic mechanical samplers<\/b>, CIL is tackling this issue at the <\/span>first mile<\/span><\/i> of the logistics chain, aiming to improve representativeness in quality measurement.\u00a0<\/span><\/h4>\n

Industry analysts point out that this effort fits into broader logistical modernisation plans under the national coal logistics strategy, emphasising <\/span>first\u2011mile connectivity upgrades<\/b> and enhanced mechanisation at loading points. These measures can reduce manual errors, improve coal grade conformity, and potentially ease supply bottlenecks that affect price formation and plant operations.\u00a0<\/span>Independent sampling protocols are now a contractual requirement in fuel supply agreements, with CIL allowing consumers to choose their preferred TPSA from a panel of agencies empanelled by Power Finance Corporation Ltd. The proactive use of third\u2011party sampling and emerging pilots of <\/span>online real\u2011time quality analysis<\/b> at select subsidiaries point to a more transparent and data\u2011driven quality assessment regime.\u00a0<\/span><\/h4>\n

Early results suggest improvements in grade conformity \u2014 an indicator of how closely actual coal quality matches contractual expectations \u2014 with conformity levels rising compared to the previous year. While intrinsic heterogeneity in domestic coal persists, technology adoption and independent verification are reducing friction between suppliers and off\u2011takers, analysts say.\u00a0<\/span>For urban planners and energy infrastructure stakeholders, reliable fuel quality forecasts feed directly into <\/span>grid stability planning, tariff predictability, and plant efficiency projections<\/b>.
